This is the piston seal to the E|Q(Butler) tire changers, with an original 7-piston motor.
These almost never fail, and you should diagnose and consider a replacement air distributor(RP6-12999) and/or your pistons(RP6-97914) before replacing these seals.
The pistons will wear on their sides, and over time will thin out, allowing displacement during the power phase of the piston stroke. This displacement allows the piston seal to leak at the side, diminishing the pressure allied by the piston to the case. This results in a weak motor strength symptom. This can result in a motor stall. Check the outside diameter of the piston head. The top to bottom measurement is typically larger in diameter than the side-to-side measurement, when piston wear is present. New pistons have a round, non-oval piston head.
